Kingsport public records are not all held by one office. Use City Records Management for city administrative records and Kingsport Police Records for police records; court, county, and state records should be requested from the government body that actually keeps them.
A city can maintain many types of records without being the custodian for every record connected to people or events in that city. Kingsport Records Management handles city records, while the Police Records Division handles police records. Court files belong to courts, and county or state records remain with those jurisdictions. Naming the category first keeps a broad Kingsport search from becoming a series of requests to the wrong office.
When the category is unclear, use the origin of the record as the clue. Ask which body created the permit, report, meeting record, case, assessment, or filing. Then follow that office’s current request instructions and retain the request number or confirmation. A “not held by this office” response is useful routing evidence; it should not be turned into a claim that the record does not exist anywhere.

For city-held records, use the Records Management page to open NextRequest or download Application to Inspect Public Records. Send the completed form to [email protected] or fax 423-224-2566. Describe the record, department and date range, and say whether you want inspection or copies; the current form lists the City Clerk at 415 Broad Street, Kingsport, TN 37660.
For an incident, arrest, report or citation record, identify Kingsport Police as the custodian in the city request and contact Police Records at 423-229-9427 for record-specific assistance. The Police Records Division handles those reports. Do not substitute a county-court request or a general incident-reporting app for a records request.
The city’s policy provides access to existing open records for Tennessee citizens and permits proof of citizenship; exemptions and redactions still apply. Inspection-only requests need not be written. Inspection is generally free, subject to legally allowed redaction costs. For copies, the city supplies an itemized estimate and requires prepayment.
The 2026-27 city fee resolution lists public-record copy charges of $0.15 per black-and-white page and $0.50 per color page, each under the schedule’s more-than-10-pages condition. Labor beyond one hour is charged at a variable rate. Obtain the estimate for your actual request rather than applying an unrelated department’s copying price.
Use county/state/court sources for records outside city custody.
A Kingsport public-record project may legitimately branch to Sullivan County, state agencies, or courts after the city portion is complete. That expansion should be driven by the record type, not by a desire to collect every possible source. Keep a routing table showing which office was searched for which record category. Then a reader can see that a city police record and a county court record came from different custodians even though both concern an event in Kingsport.
